Overview
Gina Herrera represents public and private clients for their facilities, construction, and property needs. Ms. Herrera advises on a wide range of governance issues, and specializes in procurement and public works contracts, contract administration and project close-out, prevailing wage law, insurance and bond matters, land rights acquisitions, environmental compliance, and the public trust doctrine.
Before joining AALRR, Ms. Hererra worked as an Assistant City Attorney for the City of Carlsbad, representing the city in construction project disputes, subcontractor claims, settlement negotiations and agreements, interagency water and wastewater agreements, and rate setting.
Prior to her career in law, Ms. Herrera was a commissioned officer in the United States Coast Guard. She served as the Assistant Engineering Officer aboard Coast Guard Cutter JARVIS and later as a contingency planner and Command Duty Officer at Secor LA/LB, responsible for the maritime safety of 320 miles of coastline and ensuring the free movement of commerce through the Ports of Los Angeles and Long Beach, and Port of Hueneme. Ms. Herrera also worked as an Assistant Director at The Energy Coalition, helping implement projects to increase the energy efficiency of public infrastructure and facilities.
