Is Free Speech Just an Illusion in the Workplace?

Do public employees have free-speech rights to publicly criticize their bosses or workplaces around the water cooler?  Sometimes they do.   This session will provide context and guidance for employers as they navigate the protections provided by the law for employees to speak out on matters of public concern or the conditions of employment.  A legal analysis underlying the balance that must be struck between a public employee’s right to speak as a citizen on matters of public concern and a government employer’s interest in promoting the efficiency of the public services it provides will be our focus.
