Scott J. Sachs

Practice Areas

Scott Sachs is a senior counsel in the Cerritos office of Atkinson, Andelson, Loya, Ruud & Romo.  He represents private and governmental entities in complex litigation in the areas of data privacy and security issues, construction and environmental law.

Mr. Sachs helps clients procure equipment, set up safety protocols, negotiate circuit contracts and provide e-rate bids, Internet service and hosted data to various entities.  He has assisted clients with identifying, searching and forensically preserving Terabytes of data.  He has worked with third party vendors and Internet Service Providers to identify account holders and preserve and obtain evidence.  Mr. Sachs also assists clients with data retention policies, hacking, spoofing, take down notices, data theft, security and breach notification.

Mr. Sachs counsels clients on technology-based effluent limitations, water quality standards, national pollution discharge elimination system (“NPDES”) permits, nonpoint source pollution and total maximum daily loads, discharges of dredged or fill materials, and hazardous substance spills.  He assists clients with remediation goals, site clearance, and all other contamination concerns.

Mr. Sachs has helped a large school district client purchase pollution legal liability insurance, and is currently overseeing hazardous substances compliance on over 90 of its properties.  Additionally he reviews reports going to lead agencies, supervises and coordinates consultant work-product, and manages environmental clean-up cases.  Mr. Sachs also advises Internet Service providers and corporations on data security and privacy issues including technology contracts.

Mr. Sachs began his legal career as a clerk at the Michigan Department of Environmental Quality and the Michigan Attorney General’s Natural Resources Division. 

Mr. Sachs received his Bachelor of Arts degree from San Diego State University, and his Juris Doctor, cum laude, from the Thomas M. Cooley Law School in Lansing, Michigan.

Mr. Sachs is a Los Angeles County Beach Commissioner.

He chaired the following:

  • Smart Growth and Green Building Committee
  • Public Service Task Force

Representative Matters

  • Received a $5.2 million terminating sanction for client Los Angeles MTA for the attempted destruction of electronically stored information during construction of the Metro Redline
  • Negotiated a $1.25 million-dollar settlement for a prime contractor against a property owner
  • Won a complete defense victory representing a Fortune 500 oil company in contaminated property litigation involving alleged CERCLA and RCRA claims
  • Won a complete defense victory for a school district in a lawsuit brought by a major developer challenging developer fees
  • Won a complete defense victory for a school sports facility in a CEQA challenge brought by a group of plaintiffs

Awards and Recognitions
Mr. Sachs was nominated by the ABA Section of Environment, Energy and Resources for the ABA National Outstanding Young Lawyer Award.

He is the author of the “Impact of Social Media on Environmental Law” chapter for the forthcoming ALI ABA book Ethics and Environmental Practice: The Practitioner's Guide, and the co-author of the “Green Materials and Construction” chapter for the ALI ABA Law of Green Buildings book.
