Experience
Salvador Holguín, Jr. is a partner in the Cerritos, Sacramento and Fresno offices of Atkinson, Andelson, Loya, Ruud & Romo. He represents public and private employers in labor and employment law matters, which include collective bargaining, investigations, employee discipline and defending employers against discrimination claims and contract grievances. His fluency in Spanish greatly facilitates school-related investigations involving Spanish-speaking students and parents.

Mr. Holguín provides advice and counsel to public school districts and higher education institutions on general school law matters.  He works closely with governing boards and their administrators to carry out the board’s policies and directives.  Mr. Holguín has negotiated successor and reopener agreements, as well as negotiated an initial collective bargaining agreement between a newly formed unified school district and its teachers’ union.  He has guided school employers through impasse and the fact finding process.  He also advises clients on grievance processing and represents them in mediation and arbitration hearings.  In addition, he serves as general counsel to the California Latino School Boards Association (CLSBA), the California Association of Latino Superintendents and Administrators (CALSA) and the Association of Latino Administrators and Superintendents.

Education
Mr. Holguín received Bachelor of Arts degrees in both Political Science and Spanish from Stanford University and his Juris Doctor from the University of California, Los Angeles.  While in law school, he served as Recruitment Chair of La Raza Students Association and Associate Editor of the Chicano and Latino Law Review. 

Awards and Recognitions
In 2006, at the age of 32, Mr. Holguín was named a "Southern California Rising Star" by Law & Politics and Los Angeles Magazine, based on a poll of selected Southern California lawyers. This recognition honors exceptional Southern California attorneys who are under the age of 40.

Publications and Speaking Engagements
Mr. Holguín is a highly sought out trainer on FRISK©, sexual harassment, and personnel issues.  In addition to presenting at county offices in Los Angeles, Riverside, Ventura, Tulare and Imperial counties, he has presented to multiple regions of the Association of California School Administrators (ACSA) personnel academy members and to national audiences of school board member and administrators in Colorado, Florida, Iowa, Nevada, New Mexico and South Carolina.  Mr. Holguin also trains boards and personnel commission on subjects including open public meeting requirements (the Brown Act), Conflicts of Interests and district goal setting. He also contributes to the firm’s school law publications.
