Janice Hein represents school districts, community colleges, county offices of education, and regional occupational programs, with an emphasis on labor and personnel issues. As a former Human Resources specialist for the University of Michigan and Ford Motor Company, Ms. Hein appreciates the practical application of legal advice in the workplace.
Ms. Hein has over 20 years of experience in labor and personnel matters involving classified, certificated, supervisory, and administrative employees. She has handled numerous labor relations and union matters, including the negotiation and interpretation of collective bargaining agreements, mediation and fact-finding, bargaining unit modification, unfair practice charges, grievances, layoffs, and reemployment.
Ms. Hein also counsels clients regarding FMLA/CFRA discrimination matters and investigates employee misconduct. She represents educational employers in employee discipline and dismissal hearings and has successfully helped employers obtain restraining orders and injunctions to protect school district employees.
Ms. Hein also advises clients on student disciplinary procedures, the Brown Act, the Public Records Act, Board policies, student and employee First Amendment rights, PERS and STRS, wage and hour issues, drug testing of students and employees, employee leaves, international education policies and procedures, and general education law.
Ms. Hein has practiced in state and federal courts and before state and federal administrative agencies such as the Public Employment Relations Board, the Office for Civil Rights, the Equal Employment Opportunity Commission, and the California Department of Fair Employment and Housing, and before mediators and arbitrators.
